What Are These?

Hello All- I found these tags in the NEIYA regatta kit along with the starting blocks and number chips. Anyone have an idea of what they are and what they are for? Please email me at t_thieler@yahoo.com if you have any insights… Thanks, T

    Long shot: if you want everyone to have an equal shot at every position on the line, you need to sail a lot of races. But if you’re just sailing 3 races…everyone grabs a tag. The one who grabs that top black tag starts at positions 4, 3, and 15 in the three races. (That doesn’t quite make sense for the black tags…but the white ones seem to mostly add up to around 17, so on average every’s starting position is about #6 (out of 12 perhaps?).
